The Cokin filter system adds fun and makes photography exciting. It makes it easy to do many special effects. Every cokin filter I have bought has been well made and high quality.
This filter is a magnifier on the bottom half and air/nothing on the top half. You can use it to magnify a flower and still take a sharp picture of the snow covered mountains, for example.
There might be other filters I would buy before this one, but this one is fun to play around with. This is the +3. You might be very careful before you buy and decide if you want a +2 or a +1 instead.
Well worth the money.

Description of Cokin A113 Filter, A, Split Field +3
From Cokin's A series The Cokin Split Field filter allows you to focus very close to a subject and retain the same clarity for the background. This is achieved by placing a diopter (close-up lens) in one half of the lens frame. The other half has no lens so you can focus on the background object as normal while the diopter focuses on the close-up subject.
